It would be the responsible thing to do and I hardly think your superiors can fault you for looking out for a child's well-being, regardless of its species.

D'aawwww, she looks so cute in her cardboard box. If the wards registered transformation magic, this might be a changeling, but the wards should block that this close to the border. Celestia's laws haven't blocked changeling travel through Equestria, they just aren't allowed to mimic others without written permission. The Diarchs even attended a wedding recently where there was a changeling guest present. Send a message to the guard commander about your discovery, and settle down to wait for the young one to wake up. No need to frighten her any more than have a stranger nearby when she wakes up on her own. Besides, this way you can do your duty, and have time to read while you watch over her.
