Your best shot at saving him for good is to change the relationship between ponies and changelings, saving him now would mean getting him out of jail essentially making him a fugitive. Go help the hive, then work at besting relations between you and ponies and you'll eventually save him along the way.

Get out of the water outside of the detection tower and undisguised, sneak toward his cell and talk to him, find out if he wants to be saved or not. If so, ask if he wants to help you once more or not, if yes, he can be a good ally for evacuating the hive, if not, we can send him to Zecora's hut with the diplomat necklace to keep him safe while there in ponyville.

On rereading, I realize you might be asking how to save him as well. Forgive me if this is a misinterpretation. That being said, we did gather some stealth experience with the Diamond Dogs event so sneaking in default form shouldn't be to hard and the black carapace should help, just avoid the light. Also, don't transform prior to surfacing. That might hurt, lots.

I still say recruit him, but baring that, send him to the Everfree. The rescue will potentially gain us an ally for the long run and even if he doesn't join us, practicing the use of the portal in such a way would tell us what we need to know to use such a tactic for the hive! KILL TWO BIRDS WITH ONE STONE!! Gain a plan and save a friend! Short version, save him. Offer to send him to Everfree or join you on your mission.

The hive is on a time limit; When we meet up with the Princess(es) later and really start to talk about peace, we can make a formal request that the guard who helped you have his record cleared, and that he be re-instated with full honors. If you really want to... you can sneak in and talk to your friend, tell him what's going on and what you planned, and ask him if he WANTS to be saved. As someone who's only ever wanted to be a royal guard, he may actually want to face the penalty for doing what he felt was right.

Not only shouldn't you save the guard right now, you CAN'T properly save the guard right now. What he needs is for you to get him a pardon from one of the princesses you know, and you can't do that without going back north. If you break him out now (or even get caught trying) that's going to make him harder to pardon. So save the hive now, because the hive can't wait.
