When I work on a comic, I usually get a couple sketches done before I figure out any dialogue or the story of the page. Then I take the sketches, fit them into the page, add whatever extra stuff I need and then fit in the dialogue. Then finally I start the outlines and figure out the layout of the panel bordering.
