Just as Faith is the shadow half of Buffy, Faith and the Mayor are the shadow half of Buffy and Giles. Like the Mayor, Giles is a Father figure to Buffy; unlike the Mayor, Giles allows Buffy to grow into herself as a person with only fatherly guidance along the way (as opposed to the Mayor's outright demands and manipulations). Think of what Wesley read from the Watcher's Diaries, about Giles bemoaning Buffy's use to the English language, then consider how even though Giles thought that we've never actually seen him trying to change the way Buffy speaks. Or consider that Giles goes along with the Council's Cruciamentum up to a certain point, but in the end decides to turn his back on his duty and tries to stop the trial, resulting in his being fired. Now compare that to the times when Mayor Wilkins has no so subtly implied to Faith that failing in her duties to him might not be physically healthy for her, or Mayor Wilkins being all 'Faith put your hair up', 'Faith wear a dress'; he loves and cares for as a Father figure, but his idea of Fatherhood is warped and Faith with her background of abuse either can't tell the difference, or is just happy someone is at least acting like they really care.
