"She's lost her powers? Or she just chooses not to use them?" Hama was held still by Katara and then handcuffed by the mob that came to arrest her. She uses her arms to bloodbend, and she doesn't have enough freedom of movement to make the proper motions while cuffed, so while she hasn't lost her powers, she can't use them right now. Then again, we've seen in previous episodes that people can bend using their legs, their breath, their chins...it's entirely possible that she'll eventually figure out a way to bloodbend without her arms, escape again and take revenge on the villagers.

About the M-rating, yeah, I'm pretty sure if this was created by a different network we would have saw people getting their blood ripped. I belive she stopped fighting because she was clearly unmatched by Katara alone and with now all the pople she wouldn't had any chance and also because she managed to pass along her technique -albeit unwillingly on Katara's side.
