All for One created them a guy who has like 50quirks, he can give and take quirks, the villain All for One created One far all quirk, so he made nomus they are mindless and can only follow simple commands, but they are human, like if you give a normal person a fog quirk his body wont be able to maintain it, it's just wierd.. it will explain it in season 2 more.
