Just as Rouge was preparing to use the chaos emeralds, to give this big boy a battle he wouldn't forget, Stheno strikes with a surprise venom injection from his tail. The chemical, coupled with the chaos energy, causes a chaotic reaction, causing her muscles to explode out into this monstrously beautiful beast form.
