Yeah there was definitely a shift in the relationship. At first to use Koby to get closer to Luffy but by spending more time with him he then saw him as what he wanted Luffy to be.

2023-09-12 09:02:51 +0000 UTCI feel with garp and koby, there's two things going on. I think one, he's using koby because of koby's connection to Luffy. So he's trying to get close to him for that. But I also think in some ways he is also using koby as a replacement for luffy, a sort of I didn't get to do this with luffy, so now I have a chance to do it with this kid, whose actual dream is to be a marine. Koby is what he wanted luffy to be.
