The creators of the show originally wrote the character for Phil Hartman (who had played a few roles in the Simpsons) but he died before the show began. The same Voice actor who voices Fry, Billy West, was given the role of Zapp afterwards. He tries to do a Phil Hartman-esque voice for Zapp to honor Phil
