Itβs in reference to the police shooting of Amadou Diallo, unarmed when he was trying to show them his wallet. They shot him 41 times (hence the title of the song). When Bruce first started playing this song live, it was common for police to protest him outside of his concerts. He later did a studio version of this song with Tom Morello on guitar, who is the guitarist for Rage Against the Machine
