If you were curious how Vaylin's system works, the council in Vaylin always picks the Supreme Lord and the candidates are usually always from a Pillar family. There is no term limit to however long their Supreme Lord is chosen, so he can stay in there as long as they want to keep him in, or if he steps down.
Also! If you don't remember what that paper is that fell out of Tobi's pocket, you can see it in episode 71!
