So, Lui is top blader in Japan currently, after trhe battle with Valt it may change, but right now he is thr first. But, there is an international rating in this universe as well, and Nationals of you country are not highly rated. What I mean is that even if you are top in Japan that doesn't mean you are even in top-10 or top-5 of global ratings. In the future, we will see some international bladers and ratings. SPOILER ALERTS, yeah, I think you already know, that Lui is superb, so he is in the top rating in the world, as well as Xander, for example, but Valt is ready low, because he didn't compete worldwide, when Lui amd Xander did. Sorry if that is some spoilers, just wanted to tell that, because the anime doesn't do that really good)
