Good question about why Simon and River's parents aren't more helpful. I think it's for a combination of reasons. The main one being that they live in a society that seems very normal and happy, especially if you're rich, but is actually very quietly oppressive. So they are used to dismissing any hint of trouble or anything that might disrupt their prosperous lives. And this effect is so strong that they can even overlook the possibility of horrible things happening to their own daughter. I don't think they are willfully denying the problem or consciously sacrificing River. I just think their mindset wouldn't allow them to acknowledge the worst.
