So when Aang's time passed he is reborn into Korra, following the avatar cycle (Earth-Fire-Air-Water) . With the power to take away bending, I'm guessing Amon was given that power by some lion turtle (probably "the spirits" according to his speech) like the way Aang got it. It was the power to bend another person's energy. Not a spoiler I think but I hope this can give an idea :)
