SpaceX has perfected flip out fins in Falcon and Falcon Heavy. Having mastered that technology, the complexity is a non-issue IF the added weight of Super Heavy can be absorbed by the same technical solution. So my vote is for flip out legs. The reduction of aerodynamic drag increases efficiency and reduces cost.

I liked all those fins. Sorry to see them go. Since they have settled on four with a wider stance I would expect the fins to have landing gear on them and to be a bit thicker than aerodynamically necessary so they can withstand the landing loads, which are extreme as we have been shown. Little feet at the fin tips is just fine. They don't have to retract. That's just more monkey motion that can fail and we already see what that has done with ground handling Falcon 9. If I had to devise a plan I would take the shock strut off a 747 landing gear and weld it to 4 extra beefy extra thick fins and for feet something round made out of 2 inch thick steel about 1.5 feet in diameter, curved on the bottom so if it needs to it can slide a little rather than crunch a gear.
