You say it to voice your approval of what someone else just said, encouraging others to βhearβ it and take it in. IIRC, members of the UK Parliament say βHear, hearβ instead of clapping their hands (I guess that would be vulgar or something π) to applaud other membersβ speeches. (Iβm not British, so have never heard this in person, only on television)
