Rotten Radiance

These horrific items were used by the Children of One during the first Chaos Insurgency. At that time, in order to combat the celestial guardians and their descendant’s divine power, the cult planned to steal the celestials’ blessing and use it for themselves. Starting with capturing the young descendants of the celestials, the Children of One began a series of heinous experiments to steal the divine blessing and use it as a weapon. They finally achieved their goal by torturing the descendants with every single possible method of torture they knew, eventually breaking the celestial descendants into cursing their own ancestors and corrupting their blessing. The cult then forcefully extracted the blessing in a form of a golden halo that not only gave the wearer abilities to resist the celestial’s divine power but also granted a bastardized version of the now corrupted divine blessing.

While wearing this halo, you have resistance to radiant and necrotic damage. The halo emits a dull and cold yellow glow, shedding dim light a 10-foot radius centered on you.
Treacherous Tribute. This item starts with 0 charges. When you kill a celestial or creature of the same creature type as you, this item gains 1 charge, up to a maximum of 3 charges. As it gains charges, the halo slowly turns blood red and twisted spikes grow from it.
As an action, you can spend 1 or more of the halo’s charges to activate one of the following effects:
Dreadful Wail (1 charge). A sorrowful wail fills the air around you. All creatures within a 20-foot radius centered on you have to make a DC 17 Wisdom saving throw. On a failed save, a creature becomes frightened of you for 1 minute. The frightened creature can repeat this saving throw at the end of each of its turns, ending the effect on itself on a success.
Blood Vines (2 charges). Blood vines shoot out from the halo. All creatures within a 5-foot radius of you must make a DC 17 Dexterity saving throw. On a failed save, the creature suffers 2d10 necrotic damage, and you regain hit points equal to half the amount of necrotic damage dealt.
Mantle of Malice (3 charges) You are engulfed by a twisted spectral image of the original owner of the halo. For 1 minute, you have a flying speed of 40 feet, +2 to your AC, and immunity to radiant and necrotic damage.
