Spell Stealer

Weapon (Scimitar), rare (requires attunement).
The Spell Stealer is a wand with a scroll at each end. The scroll at its tip will unravel into three thin metal blades when the weapon is drawn. It is part of the standard armament worn by the Scroll Sentinel, a law enforcement unit that maintains law and order within the Tower of Arcanum and its surrounding neighborhood. This blade and the rest of their armaments are explicitly created to fight spellcasters and hinder their spellcasting ability. This equipment allows the Scroll Sentinels to maintain peace within one of the oldest magic institutes in the eastern continent and the spellcaster capital of Tierra Kingdom.

When not used, the Spell Stealer appears like a wand with two scrolls on each end. The Spell Stealer has 3 charges, and it regains 1d4 expended charges daily at dawn. You can use this weapon as a spellcasting focus.
Spell Scrambler. You can use your reaction to spend a charge and cast Counterspell, targeting a creature within 5 feet of you. When you cast the spell this way, you can use your strength or dexterity modifier for the spell’s spellcasting ability. When you successfully interrupt the spell, the creature can’t cast that spell again until it finishes a long rest.
Arcane Absorption. When you’re being targeted by a spell effect or forced to make a saving throw, you can use your reaction to add 1d4 to your AC or saving throw. If it results in the attack missing or a successful save, your next attack using this weapon deals an additional 2d6 force damage.

This is a decent mage slayer weapon for some one whohas the feat (although it overlaps on reactions. It's also soooo close to working as an uncommon item if the counterspell portion wasn't so strong. I'd give this one out as an early rare, but it makes sense with the lore that this weapon is simple with a streamlined purpose, being standard issue with an anti-magic unit. This is great.
