Guy isn't saying words cuz he's trying to be cool doing the 'hands in the middle' and its just too corny, while TenTen resigns herself to it, its just lame and corny for Neji so he stands there awkwardly while Guy grunts, expecting everyone to follow the lead but Neji just makes it hard on Guy. That's what makes this scene so hilarious XD

Because everyone is in their own missions and countries/territory, they're not physically summoned to the same location, so its essentially a zoom meeting where everyone can use jutsu to affect the Statue for Jinchuuriki and Bijuu ritual. Dei and Sas are the only ones physically there at that one of many locations for meeting with each other for Bijuu extraction, and the closeset to dealing with the intruders. Leave no witnesses/pursuers alive sorta thing.
