The Citadel DLC should be played after Priority: Horizon to get the most out of it and before like you guessed it Priority: Cerberus HQ (because there is indeed no point of return).

2023-07-12 23:33:15 +0000 UTCA fun episode and mission. And to think, for Miranda to survive this mission is the result of 4-6 decisions distributed over ME2 and ME3. This is what Bioware were the best at creating in their games, especially Mass Effect. Well played :)
