Cait down a tier, base stats matters alot for her.

ashe is nerfed more for adc than its buffed, the W and especially R nerf matters alot more than Q duration change.

Jinx up 2 tiers, nerfs to lane bullies like cait and ashe, and shift in botlane meta, thresh being alot better all benefits her, her laning phase is easier now and the AS buff is not bad.

Xayah nerf is bigger than it looks, cus her Q E poke is why she doesnt struggle as much vs range champs as she used to, if they hurt this ability / combo, xayah is alot more vulnerable and will lose more in lane. Still S+ cus i think other champs are just worse, but its a nerf.

Veigar up a tier
Zeri up a tier, yuumi being back helps her, lane bullies being nerfed helps her to scale up, im not the biggest zeri fan in soloq cus she tends to take very long to get online, compared to something like jinx, even tho theey are both hypercarries, jinx has alot of ways to get fed, like random R snipes, 1 reset in a fight, etc.

I think soon adc meta will be very different, with even varus going down, but for now i think varus should still be S+ because he is so easily blindable and can flex different builds, only real weakness is lack of mobility.

Annie adc up a tier, just a better champion now so she will naturally be better at adc too.
