Varus up a tier, good change, less reliant on just W dmg.
yasuo added to list, think E buffs and extra armor helps him alot
MF up a tier, everyone struggling to get boots but MF has tier 2 boots on her W and goes free boots rune and sits on free boots so she dont care, also kraken and statikk nerfs, she dont buy those items.
Jhin is a bit worse, with swiftness costing more and statikk less movespeed and harder to get, still good but down a tier.
Zeri down a tier, statikk nerfs hurts her the most out of all adcs, and fleet nerfs and absorb life nerfs previously.

Not sure, i thikn d ring only good on smolder when you cant trade much early and farm more with W in quite a bit of matchups u can auto q either enemy adc or support, in those cases d blade still better
