Not knowing who to root for is 100% intentional at this point. They've now painted a sympathetic picture of both sides of this conflict, making you attached to characters on each. Now that they've done that, they masterfully bring it back around to the two sides intersecting once more, as if to challenge the viewer's loyalties. I'm eager to see how your feelings about each side will develop going forward!
