In the novels, after his talk with Kei, Kiyo inwardly acknowledges that Kei is the person that he has grown closest with in his time at ANHS, and he thinks she probably feels the same way about him. He wonders if they'll ever truly become friends, or maybe even more. Kiyo knows that him viewing people as nothing but pawns was basically programmed into him during his time in the White Room, that's why he thinks "In the end, I suppose I'm still there." He means he hasn't been able to grow past the behaviors and habits that were taught to him, despite wanting to.
