Gotta respect Kiyo actually trying to experience romantic feelings. But the realist (or maybe pessimist) in him is holding him back and saying it won't happen. He is someone who relies on his past experiences to determine what will happen, and he has never felt romantic feelings before. He is using Kei to learn about romance, but in a way that he hopes will allow him to grow and actually want a relationship like that with her. He acknowledges that she is already precious to him, but not romantically yet. 'Using' has a harsh connotation to it, especially when it comes to romantic relationships, but that's not how he means it in this case. Consciously trying to grow and experience new things is something lots of people struggle with, especially with something that makes you as vulnerable as romance. His attempt at growth is through the catalyst that is Karuizawa Kei.
