Yes, and as the "Blocked" result implies, it means that her skill has basically been overpowered by the opponent. That is how Hinata is able to tell that Rimuru has 'reached the same level as Luminus.' Additionally, in regard to the "Not Applicable" result, Hinata does have an option to basically ignore this result. She can attempt to use "Forced Takeover" to steal skills anyway. This requires absolute mastery of the Unique Skill 'Usurper' and speaks to Hinata's prowess. She attempted to use this "Forced Takeover" during her first battle with Rimuru after he summoned Ifrit.

The first case is one or more skills for her to take. The second is "Not Applicable" (in the novel translation) if there is nothing worth taking. The third, which has only happened once before (twice now with Rimuru), is "Blocked" (in the novel translation. here "Hindrance")

It is a crazy powerful ability that alters the laws of the world and manipulates probability! 'Melt Slash' is dope, it is made by coating your sword with a 'Disintegration' spell. In other words, it is an art that incorporates the strongest Holy Magic attack and master swordsmanship. While in use, the attack reaches light speed and its destruction surpasses that of a normal 'Disintegration' spell.
