{misc} Slower Relationship Changes

Updated with all new loots from packs and sentiments. Also I set the values less extreme then Wiggler's. 😋
I received a comment on Tumblr ask me if I can set my Friendly trait' rel gain boost slower but I figured that even Sims without the trait make friends very fast. 😅
*Remove Slower Romance Gain & Slower Romance Loss if you use Road to Romance cuz you won't need that.
