I don’t recall the religion aspect in the game but David wasn’t religious in the show either. He clearly stated in this conversation w Ellie that these people(his flock) need religion and God to survive but she(Ellie) doesn’t. It’s pretty clear he’s using it to control the people and for his own benefit(not really believing it.)
