Luna was the last one as far as anyone knew but Madi 's family hid her from the flamekeeper scouts so that she wouldn't be taken to Polis and trained. Also, Clarke was able to leave after 42 days because she's a nightblood. The radiation levels weren't survivable for anyone else for 5 years. Another thing to keep in mind is that the bunker was equipped for 5 years. It's been 6.
