Nice reaction! I think Angel saying he doesn’t like Riley is his way of saying he’s jealous. And if he’s jealous it’s because he knows Riley’s probably good for Buffy. So what he really means is “Riley is good for you and I’m not happy about it but I’m happy for you”.
