Considering that Killer Kowalski is noted in the program as being a referee on the card, I assume he was also the promoter. This aired on TV, I assume on an early cable station but with all the commercials cut out it's hard to say.
The video quality isn't too bad but it definitely looks like something filmed by a crew who had never filmed wrestling before. The camera shots are all over the place.Unfortunately (or maybe not from what we do have) the main event cuts off in progress but it looks like everything else in the program is on this video.
Since it was on the same disc, I also uploaded Rock N Roll Express vs British Bulldogs - 1989.02.02 to the main Patreon folder. This is on YouTube but for some reason people think it's really rare footage and I already had it in front of me so I put it up.
