Also important to remember that Luffy has a fleet of 5640 members. Bartolomeo, one of his representatives, burnt Shanks's flag from one island just so he could plant Luffy's there lmao. So in case of a war, they're most definitely pulling up. Not to mention Shanks most likely will as well, as he did in the Marineford arc. Needing permission to go against an emperor wasn't something I'd expected, but it makes sense considering how intense the Five Elders ("highest" authorities of the world government) are about "the balance of power."
