She can make a rule for non living things like air because it doesn’t have a sense of self so whatever she believes it’s called is the name she can use. For living things stars perception of that person has to align with who the person mentally believes they are so even though shigaraki is still physically shigaraki the fact that he mentally doesn’t know if he’s shigaraki or all for one is why her rules don’t work on him. So basically anyone with personality disorders would be immune to her quirk but any normal sane person wouldn’t

So for Stars and Stripes quirk it said that both stars perception of something and the things perception of itself has to align .example if she says rock she can control it because the rock doesn’t have a perception to oppose her perception because it’s not a living thing similarly she could probably call iron aluminum and as long as she really thinks it’s iron it would work. but for a person whether it’s there real name or alias it doesn’t really matter . example stain isn’t his real name but if she says stain and he thinks that’s me then it would work but since all for one/shiggy’s first thought when hearing shigaraki tomura is that me ?who am I ?and not oh that’s me it doesn’t work
