Theyโre not trying to talk him out of whatever plan he might have, since itโs pretty unlikely heโd change his mind if he really is trying to start a war with Westalis. Loid even said that it would have been easier if assassinating him could solve everything. But they do need to gather as much information as possible, especially about his allies, resources, and specific operations, so they can stop everything at the source. The best way to do that is by getting close to him, physically. Since Donovanโs pretty much an enigma and is always heavily guarded whenever heโs out in public, the most effective way to investigate him and get any useful intel is by becoming part of his social circle. This gives Twilight the chance to see him in person every now and then, maybe even regularly.
