Super late to the party here but couldn't resist pointing out that for me that Doctor Who episode is one of its best ever, despite some of what you're referring to. Each to their own I suppose. :)

The mayor becoming invincible is also a great moment. I love his to do list, with ticky boxes and everything. It's cool that you like the introduction of Wesley. There are people who do not. I loved Wesley the moment he showed up on Buffy.
