I assume someones told you but Levi is actually way way more forceful when he says Historia should be queen. Historia hesitates and seems unsure so Levi actually physically threatons her, in order for her to say yes to being Queen, it really added to his character, that Levi would do whatever it took for the future of humanity, no matter how creul. So mikasa (though it was a different character who said it to her in the manga) "you can punch him when you become queen" actually makes more sense as its to get back at Levi, for physically forcing Historia into the role.
