2021-06-11 03:41:33 +0000 UTCSeason 4 was planned and filmed to have an hourlong (minus time for commercials) opening episode, like Seasons 2 and 3. Then the network decided to air only half-hour episodes, so the producers had to chop it in two. That's the reason for "To Be Continued" -- Part 2 is really the second half of a single long episode, and follows directly on this one. I wish it had been combined back into a single episode when the show started streaming on Netflix, but it's too late to worry about that now. Brooklyn Nine-Nine is great news! It's a terrific show, by the same producers as The Good Place (and some of the same supporting actors).
