Yeah I agree with you Steven forsure. By natural born they mean they just weren’t injected with compound v. They still have to have the V in their system to have powers. Like Ryan was natural born but his dad is homelander who has V in his blood and that’s how he was born with powers. Ryan still has the V he just didn’t have to be injected with it like the other supes. So cipher even if natural born would have V in his blood. At least I’m pretty confident that’s how it works,
