[CGMZ] Sound IDs

Hi all, as voted on for February, the Sound IDs plugin is now ready to enter Alpha stage!
This plugin allows you to associate audio files (bgm/bgs/me/se) with an "id" and use a plugin command to play the sound associated with that id. This is mostly a developer tool, as it will allow you to switch out sounds for a different sound in one place instead of needing to change the sound in every event that plays that audio file.
This does not touch the default Play BGM/BGS/ME/SE event commands, and any of the Stop BGS/etc event commands will also work on BGS playing via the plugin command.

This update adds a plugin command to play a random sound from your given sound ids. This can include different sound types as well, such as the possibility to choose between 2 SEs and an ME when playing the random sound. One example of how this might be used is to play a random chest opening sound instead of the same one every time a chest is opened.
