The body armor that the shock troops in Osaka have is extremely effective and far beyond the capabilities of what current material science can do as even if you stop the bullet from penetrating, something has to be done with the energy it has when it stops. Even ceramic plate body armor (which is very bulky and heavy) still cannot dissipate the energy to a reasonable level and just using kevlar results in massive bruising when you're shot.
