It was said briefly in episode 230 or 231, but the masks were for a carnival party going on at another island that the sea train could go to. That's why many random people have them. Basically a random island that is hosting a masquerade ball all the time. Robin briefly talks about it after overhearing what the people on the street are talking about before the stranger walks by and says "CP9" as he passes.

Like these last 4 episodes are built up to establish the craftsman, the city, and the plot, but their expecting something crazy to happen every episode because comments hyped it up so much.

Oda quickly decided he had to help with the areaโs recovery and started the One Piece Kumamoto Revival Project. In 2018 Luffy was the first statue to be unveiled.
