In this panel, the idea was to convey that Rei really didn't think through his decision to dress as a girl. He felt like it? He felt cute? To him, that's reason enough, but others are going to want to understand what he's thinking, but he seems unprepared to answer even his best friend, Milky.
Milky and Rei grew up together, and It's likely that Rei has always been a bit effeminate, but even then, Milky is still confused about what her friend is doing.
It's not that Rei is wrong for doing what he did, it's the fact that he was bold enough to go through with it, without worrying about the reactions from others.
