Bare in mind that "20 seconds" it took Barry to run from Central City to Gotham Hospital was actually in slow motion, so in reality it actually took him A LOT less time than that, probably in the nanoseconds, so this Barry is 100% faster than the Barry youve seen in the series so far but he is loads faster in the later seasons

When Barry came back things were not exactly like they were before. This is shown by Jay Garricks cup example when he pulls Cw Barry out of the Speed force. He explains that when you go back in time, and change things, the timeline breaks. And when you try to reset the timeline and fix things, everything won’t be exactly the way it was. This is why when Barry comes back Bruce is different.
