If flash were to use his speed to full potential and was getting down to business without talking etc. he would be taking down villains in a minute and there wouldn't have been a show. I get what you're saying but you have to look at it at a different perspective and not taking it so literally. The only real villains The flash could go up against and or struggle are also speedsters like him, but if we had a speedster villain every season the show would be boring AF. That's the same reason that there has never been a real game made with the flash, cuz his character and powers are broken in general. There's nothing really to put in the game that would make the game interesting and going for a while.
