2019-05-22 04:56:49 +0000 UTCIt was both things. At the time, there were several right-wingers in Parliament who had a hardon for defunding the show and getting it canceled entirely. But the show also ran into a lot of problems with production this season (the cubes, the 2nd Neil Gaiman episode, and the season finale are the big three that were rife with problems)

2019-05-21 22:49:46 +0000 UTCI don't think it was production problems during season 7. I believe it was the BBC wanting to split production costs over two separate years for cost-cutting reasons. Karen Gillan's departure had been announced (as well as her replacement) before the first episode aired. She and Arthur Darville had opportunities they wanted to pursue, and the pace of Doctor Who production made that difficult. (That's why Doctors last only about 3 seasons).
