I wouldn't say this is filler. There's a couple of important plot points to set up future storylines.

Community already had budgeting issues because they kept making mini movies like the last mockumentary episode so other episodes sometimes suffered from the lack of budget. This episode, even in hindsight, was meh. The best part for me was the montage of Pierce and Chang with cheesy '90s pop songs lol
