"Starting base price" would be for 40 seconds.
(Usually for a titjob video with a simple background like a normal bedroom)
The added price for extra time is listed in the pic.
But all commissions are different in their own way, and an average price is hard to tell, but a few of the things that affect the price and render times of the commission would be:
Animation (it depends on what the characters are doing, everything counts)
Amount of characters
Background (setting, how big and detailed are the things in it)
Duration of the final video
Please try to provide enough details and references for your commission, that way is easier for me to picture what you want (unless you're ok leaving something up to me).
For now the max. limit will be 3 minutes for any commission.

Each commission usually takes me between 2 and 3 weeks from the moment of payment (sometimes more than 3 or even 4 weeks, due to unexpected things or heavier scenes)
