Easiest way o think about it is Aphelios has very high dps and quite low range and mobility so he is good into champions that he can kite and dps down, such as tanks and bruisers, while he is weak into assassins due to lack of mobility and range due to lack of mobility and range. So if enemy has K'sante Sejuani Sylas Kai'sa Rell - Aphelios would be great.
