Redlining has been outlawed, and the belief that the government is directly behind the lack of funding to these neighborhoods is ABSURD. Poverty rates have been on a steady decline since the 1970s. The notion that "crack epidemic in ghettos was started by the American government" is laughable. There's no basis for this accusation besides an unreliable news source. The FDN contras centrally targeted black neighborhoods because it was an easy target. CIA had nothing to do with participating in the drug rings lmao. Outrage happens indefinitely in media all the time with no backing to follow up the accusation.

It's not necessarily that it's offensive, rather it's a question that's clearly born from ignorance. And I mean that in the actual definition way, not the insulting way. Basically when the slaves were set free they were promised a certain amount of land and a mule so that they could have a place to live once they were released from slavery. That was never given to them, instead they were forced to find areas not already owned by the white people around them. At this time, there wasn't a whole lot of unowned land so many ex slaves stuck together. Being uneducated, not knowing their true culture or heritage, not having any real opportunity, that's where the so called "high crime rates" come from. Most people don't really put it in to perspective, slavery was not that long ago. Segregation and the jim crow laws were less than 200 years ago. Some people, myself included, also believe the crack epidemic in ghettos was started by the American government. There's literally a novel of info I could write here, but I hope it provides some form of perspective.

Hey Jackson, that "are they nice neighborhoods?" was a pretty bad question to ask at that moment. Coming from one of these neighborhoods where we don't call the police, it's not nice because of a directed effort by the American government to make it that way when slavery was abolished. It's a whole lot deeper than "bad neighborhood because crime". I dont think you've ever said anything that rubbed me the wrong way before so I figured I'd just say a little bit of context on that.
