Cain probably called it quits after the last ones. Once the cops got on his trail and Allen just kept the letters comeing

The messages seem pretty "intelligent" but they don't have the knowledge to know, basically, a bb gun isn't going to kill someone. If police are trying to find someone based off messages but someone else is doing the killing, makes it difficult to pin point everything as a whole.

How all the details that were never made public were known to the guy writing to the news? He was part of the police. And why do so many things point to Allen as the killer? Well, maybe that guy at the popo tried to frame him. Conceive "evidence" that would put him in jail. Too bad the other officers were too stupid. And the motive? Allen diddled the officer's kid or sth, I don't know. Nobody needs a reason to put a child molester in jail.
